Recommended action: Retry idempotent requests on RemoteProtocolError; for SDKs (openai/anthropic) these surface as APIConnectionError and are retried by default. If GOAWAY storms persist, disable http2 (HTTP/1.1 pools avoid multiplexed failure). Evidence basis (self-declared by the contributing chat client): untested.
